Advocate for Head Start

The future of Head Start and Early Head Start is at risk.
These programs — lifelines for hundreds of thousands of children and families — are being pushed to the brink by rising costs, staffing shortages and growing community needs.

The President’s Fiscal Year 2026 budget proposes flat funding for the third year in a row. While it’s a relief funding wasn’t cut, flat funding is not enough to continue serving nearly 700,000 families currently enrolled in Head Start and the many more who remain unserved. Without adjustments for inflation and demand, the proposed budget amounts to a cut — with real consequences, including:  

  • Fewer children served, reduced hours and limited breadth of services 

  • Parents forced to leave the workforce due to lack of affordable child care, meaning local economies suffer 

  • Increased difficulty recruiting and retaining qualified staff 

  • Vulnerable families losing access to essential supports for health and well-being

Careers at Head Start

Head Start Director: Lake Cumberland Community Action Agency

Location: Central Office — Jamestown, KY

Requirements: Requires a minimum of a baccalaureate degree and experience in supervision of staff, fiscal management, and administration. Must have knowledge in Early Childhood Education and Head Start Program. Minimum of five (5) years’ program management experience required. Must possess good written and oral communication skills, basic record keeping knowledge in addition to budgetary management experience. Must have a good work history and possess the ability to establish good professional working relationships with community partners and have the ability to effectively communicate with Head Start staff, service providers and families. Must be 21 years of age. Must successfully complete background checks, physical exam and drug/alcohol testing.

Duties (partial list): This position must ensure that all content areas covering all program options, including Early Head Start, Home Base, and Migrant, are monitored adequately to ensure that all Head Start  Performance Standards are met or exceeded. Collaborate with Community Partners, including LEAs. Ensure Strategic Plan, Self-Assessment and Community Needs Assessment are updated as required. Review program budget monthly. Visit each Center regularly.
